Case Study: Police were called at 2:19 p.m. to a report of a workplace injury at the intersection of Preston Street and Carling Avenue where the Claridge Icon condominium is currently under construction. Paramedics were called to the fifth floor where they found a male worker who fell three metres from an upper level scaffolding. Paramedics said Friday the man was unconscious and was rushed to hospital in critical condition with a head injury.

Create a component in a Health and Safety program to prevent and respond to such an accident. Provide an outline of the component that would include your recommended controls (use hierarchy of controls) with approximate costs involved. You must explain how the recommended controls will address the issues you have identified, and the costs involved in implementing controls.
