The stages of the continuous improvement process within a health information systems approach as defined by MEASURE Evaluation includes the following steps: Emerging/Ad Hoc- during this stage, engagement of the stakeholders is paramount however, their knowledge of what is required of the system is minimal and understanding of the capabilities is limited as well. Repeatable staging includes stakeholders who are engaged and understand the requirements for automation and to address the standard work-flow for their organization. A Defined stage is as it sounds, the processes are known and accepted and the HIS is targeted at addressing the issues identified within the processes. The Managed stage involves currently implemented processes which are well-established and can benefit from further development. Finally, an organization at the Optimized stage has the best practices applied and the HIS is utilized to maximize the impact, accuracy and safety of care administered.
The desired results of the measurement process include strengthened collection, analysis and use of routine health data, resulting in creation of a structure to gather information, or to teach systems to sustain their own programs with minimal external support. Improved capacity to manage HIS was demonstrated in systems where there was a high prevalence of cooperation and coordination among the stakeholders and the teams responsible for implementation, communication is strong and coordination of efforts significant. Information gaps addressed with strong methods and tools needs assessments done well in advanced and solutions identified prior to any talk of implementation. Increased capacity for rigorous evaluation involved testing system capabilities to collect data and the ability of an organization or system to manage the information from use to interpretation.
