Company X was going through difficult times, sales had declined and the company's senior management is quite concerned and wants to raise efficiency levels in all areas of the company, but even more specifically they want to increase staff efficiency levels . The company's human resources (HR) manager, Cristóbal Colon, was called to management to explain how he could help his department to increase the efficiency of the company's staff. Colón explained that he understands that the problem of staff efficiency was related to the training and development of staff and at the same time that it would be very beneficial for the company to identify the needs of the company so that a good plan can be developed. training and then schedule and implement it. The inventory of training needs could be analyzed in three aspects: the organizational aspect, the aspect of the existing human resources and the aspect of the tasks and operations that individuals must carry out. The needs inventory could cover one or all of these aspects. In addition, Colón added, the company is made up of several areas: the marketing area, the financial area and the administrative area; each of these areas has specific training problems. On the other hand, the needs inventory could be done in several ways. Finally, he argued, "training is a line responsibility and a staff function." The Department of Human Resources, as a staff body, could advise and provide services to the other bodies to solve their training and staff efficiency problems, but the basic responsibility for staff training and efficiency problems lies with each head with the respective body that he directs. After all these explanations, the management told Colón that his clarifications were quite logical and considered, but that they continued with the same concern: How to increase efficiency in the various areas of the company?
