At the monthly meeting for the staff of the emergency department in a mid-size hospital, the nurses state they have reached a high level of frustration trying to care for psychotic patients with medical conditions (e.g., pancreatitis, pneumonia, femur fracture) held in the ED for up to 24 hours pending availability of an appropriate hospital bed. The nurses state they are not educated in the care of mentally-ill patients and are pulled away from other emergency patients because of the time involved caring for these mentally and physically-ill patients. The nurse manager has appointed you to chair an ad hoc committee to formulate a plan to present to hospital administration as a potential solution to this problem.
