Case: In 2003, the World Health Organization opened up the first internationally legally binding health treaties for signature of member states: the Framework Convention on Tobacco Control (FCTC), as a response to the globalization of the tobacco epidemic- tobacco use being identified as a major risk factor to over 80% of non-communicable diseases.
