Determine the minimum cost , Mathematics

A company is taking bids on four construction jobs. Three Contractors have placed bids on the jobs. Their bids (in thousands of dollars) are given in the file. (A blank indicates no bid was given) Contractor 1 can only do one job, but Contractors 2 and 3 can each do up to two jobs. Determine the minimum cost assignment of contractors to jobs.

The last one I'm going to try because there's an artwork in the book that is needed for it.
