A Development Phase:

Here the Kernel is not reliable and the Process is to add functionality to its Optimize it and to try new ideas. This Phase gives grow to odd-numbered version numbers, such as 1.1,1.3 etc., This is the time when the maximum total of work is done on the kernel

A Stabilization Phase:

Where the aim is is to produce as stable a kernel as possible. Some minor modifications and adjustments are made.

The version numbers of so called safe Kernels are even, like 1.0, 1.2 etc.,
