We need help for build a Price Quote Generator

I am interested in two things (A) a web based system that will allow a user to enter the parameters of their contests (there are only 3 to 5 variables) and based on those parameters it will generate the price and deliver PDF quote to user (and to me). (B) a mobile app that will do the same as item #A.

I have the pricing formula inscribed (I currently generate prices using MS Excel) and I have the basic template I do like to use for the PDF delivery of the quote to the user.
