Answer

Plain dumb-bell kind is used for joint site where small movements are anticipated. So, construction joints are desirable sites of this type of waterstop. On other hand, center-bulb type waterstop is appropriate for growth joints or locations anywhere lateral and shear movements happen due to settlement.
