State the meaning of Low tensile strength

Low tensile strength and chances of consequent cracking and deterioration of  load bearing capacity of  structural components, we wish that either the tensile strength of concrete should be suitably enhanced (there are limits to the extent upto which it can be improved) or the tensile stresses in the structural components could be  lowered.
