I retained the soil in my yard by brick with 3 levels to avoid sliding the soil to the street. the appeared part of the bricks from each level is 3 feet and less.The hidden part of the bricks for each level covered by the soil from both sides. That means the product of the force acting on the hidden bricks is zero. the question: is this work considered a retaining wall and NEEDS PERMIT? Thanks,
