Requirement of Overtaking - Traffic Congestion

Most roads and many streets are considered to qualify as two-lane, two way highways on which vehicle frequently slower moving vehicles, passing the traffic. If passing is to be accomplished with safety, the driver should be able to see a sufficient distance ahead, clear of traffic, to complete the passing maneuver without cutting off the passed vehicle in advance of meeting an opposing vehicle appearing during the maneuver.

The overtaking action has a large number of variable components including  the judgment of the overtaking driver and the risks which driver prepared to take, the speed and size of the vehicles involved, the actions of the driver being overtaken, and the actions of the other drivers in the vicinity.
