Need help rtl open cart without payment model, PHP Web Programming

RTL Open Cart without payment model

I want the following for a client-

1) Open Cart store

2) User must be logged in to make an order (obviously), but-

3) No Payment model; The order will be sent to the admin's email

4) The store is in Hebrew - RTL (Right To Left)

5) I possibly need to add also English templates (LTR)
