I need help to build state information portal, PHP Web Programming

I need help to build State Information Portal

I am looking for a complete state information portal which has information about state education, healthcare, tourism, government officials, downloadable documents, links, how to guidelines, about state statistics, Important news slide, photo/video gallery & so.

1. Front page design. It needs to be designed with logo, header, 2 menus on the header, 3 columns, columns filled by links, lists, slides, images, photo gallery, video gallery with state portals.

2. Need two menu bar on the header.
first menu is only Home, About us, Our team, Contact us.
second menu is dropdown menu lists in detail about the following History, Govt, Education, Healthcare, Tourism, Business & so.

3. Content. The static pages for content contains 2 colums. Left columns will be having lists, menus, navigations based on the content. Right columns will be having articles with tables, pictures, videos. Based on the left column links contents will be displayed on the right columns.
