A total of $426,000 seed-funding would be ideal to start the project on a local basis. The cost analysis done above is for the material required to perform the work, and as the work is performed through the campaigns, counseling and other similar activities, which would require an estimated cost of as follows:

Initial Cost (stock of syringes)                                               $46,000

Publicity (including education through pamphlets)                      $60,000

Total Cost                                                                          $426,000

The project would lead to a reduction of the Council's cost of waste management services (as there will be less waste). Under a cost-benefit analysis, it is likely that the costs associated with set-up, which are not too great, would render this a favourable project.

Any additional funding could be obtained from sponsors and donor. We expect to derive a sponsorship for this noble cause of $200,000.
