Define Diving Operation - Preparation for underwater inspection?

Use of experienced divers trained and screened by a reputed commercial diving school is critical for successful underwater inspection. Divers must not only be proficient in commercial diving techniques in order to gain access to submerged structural elements, they must also possess a first hand knowledge of a wide array of deterioration and their causes for the purpose of quantifying the damage. They should be able to interpret and report what is observed. Therefore, the divers employed must have certification as a Scuba diver by a reliable certification agency, preferably a government agency.
