'timescale 10ns / 1ps Indicates delays are in 10 nanosecond units with 3 decimal points of precision

(1 ps is 1/1000ns which is .001 ns).

'timescale 1 ns / 10 ps. Indicates delays are in 1 nanosecond units with 2 decimal points of precision

(10 ps is 1/100 ps is .01 ns).
