By the name suggests, in parallel in parallel out that is also called as PIPO, inputs are specified in parallel, and outputs are also obtained in parallel fashion. For synchronization similar clock pulse is connected to all flip- flops. Therefore any state change will take place concurrently. Clear inputs are as well connected to all flip-flops. Hence the register can be cleared if desired.
