U.S. College presidents have described alcohol abuse as the number one problem on campus.  How common is it?  As a super crackerjack student, you conducted a survey of 17,096 students in four-year colleges or universities, collecting information on alcohol drinking behavior.    You pre-determined the definition of "frequent binge drinking", and based on the survey, you classified 3,314 students as "frequent binge drinkers."  You would like to construct a 95% confidence interval for the proportion of all students who are classified as "frequent binge drinkers."

a)  Determine the correct statistical procedure for this study

b)  Verify that the requirement for this procedure to be valid is satisfied.

c)  Calculate and interpret the 95% Confidence Interval for the percentage of college students who engage in frequent binge drinking.

d)  Determine if we can conclude that more than 1 in 6 college students is a frequent binge drinker.  Show and clearly explain all of the statistics you use to make this determination.
