Search and Seizure by Police Scenario

You are the assistant police chief for Plainview, a small city in central Nebraska. In response to a recent discovery of a meth lab on the edge of town, the police chief has decided that he would like to monitor the travels of a suspicious woman who lives near the meth lab and whom he suspects is the girlfriend of one of the criminals who ran the meth lab. He thinks she might also be up to no good and he wants to head off any further criminal activity before it happens. However, he doesn't have enough information or probable cause to seek or obtain a search warrant. To accomplish this surveillance, he plans to use a small remotely-controlled drone to follow her movements from high above where she will not see or hear it. The drone will follow her and will record her location 24 hours a day for two weeks. He has asked you to oversee the operation. You believe that this will pose legal problems and you said this to the police chief. In response, he asked you to write a memorandum explaining your opinion and making a recommendation about what can be done, legally, to monitor this woman without a search warrant.
