Your client, François Macron, made a claim for refugee status in Canada five years ago which was subsequently refused. François returned to his native country, Democratic Republic of Congo, after all of his appeal rights were exhausted and his removal order came into effect. He has gotten back onto his feet with a good job as a bookkeeper with a reputable employer, and was recently able to move out of his family's home into his own apartment.
Because of this removal order, François will require an Authorization to Return to Canada should he ever want to enter Canada again for any reason.
Recently, your client met a woman in Kinshasa who is a dual Congolese and Canadian citizen. The two began a relationship and have now been dating for several months. Her work assignment in Congo is ending soon and she will have to return to Canada, but she wants François to visit her there.
Your assignment is to write a request for an ARC to accompany François' visitor visa application. Create any information which you do not already have available.
