?Expert Judgment is a term that refers a specifically to a technique in which judgment is made based upon a specific set of criteria and/or expertise that has been acquired in a specific knowledge area, or product area, a particular discipline. So with this being stated I would say yes their judgment can be relayed on just as much as someone who has a bad success rate of technical performance objectives. When people make bad mistakes it tends to be a guide of what not to do and if used right this could turn a manager into a power house of experience and information. Most times all newly attempted projects have a learning curve and the team has to work the kinks out which are to be expected the first time around. But through every repetitive process there should be a refining period of improvement. For example there could be a seasoned project manager with great expert judgment on many different platforms and projects. Starting on a new platform that has never been attempted it can and will be a challenge that could result many different ways. The project could be over budget because of the learning curve of the project. So clearly it does not make so much of a difference that someone has a few failed projects under their belts or all successful projects under their belts anyone that has experience good or bad has potential to add to the project.
