You are a police department and your city face very harsh budgetary realities. People are moving out of the inner-city portion of your community and your tax base is being reduced. At the same time, your calls for services going up because more unstable elements are moving into the vacant homes and run-down apartment buildings left behind. Your city council and your mayor have decided to push the police department into writing more summonses, especially for speeding, because they generate a great deal of revenue and they have purchased additional radar units to increase your efficiency.

DISCUSSION THE FOLLOWING QUESTIONS

1. Please describe how that police department could become more efficient at generating more revenue associated with speeding by using Radar to enforce speeding regulations. Research as to what are some of the initial costs to the department if they switch over and buy Radar equipment for the officers?

2. In your opinion which socio-economic group of citizens would be more highly affected by this exponential increase in the amount of speeding tickets generated by the city police officers.

3. Explain why the officers involved can become very efficient at writing speeding tickets and generating money yet be not effective at a major mission of any police department; which is preserving the peace and generating a sense of safety and security the citizens they protect.

4. Could such an increase in the amount of excessive traffic enforcement police presence in your lower socio-economically distressed city generate anger and hostility against the police which could lead to civil unrest?
