There are many different aspects to what makes an organization "highly reliable." And those aspects can be tailored to fulfill the needs of performance management. If you consider aviation, which can be described as a "complex system with different interconnected and interdependent subsystems that rely on each other to ensure safety and reliability," nearly every aviation company can be considered an HRO (Muecklich et al., 2023). One of the contributing practices of performance management is having safety-centric metrics that prioritize safety and reliability above all else. Safety-centric metrics include measures related to error rates, incident reporting, adherence to safety protocols, equipment readiness, and response times to hazards and other emergencies. Another performance management practice in highly reliable organizations is proactive risk management. This is where you can tie in the preoccupation with failure as illustrated in the graphic.
