Reflection: Theoretical Framework
Conceptualization is an integral part of scientific research because the concepts may change over time and can be defined differently in various contexts or in different locations/countries. Also, perceptions may be different than the original definitions of a term. In our context of homeland security, having a theoretical knowledge about the security and safety-related terms, where "homeland security" comes from in the U.S. context, and how it differs from the other concepts (i.e., civil security, human security, national security) is important so everyone is on the same page.

So let us look at legal reforms related to the topics you have learned in the Homeland Security program. Terrorists have different motivations, strategies and goals. Sometimes these strategies accomplish the intended goals. For example, the 1983 terrorist attack against the U.S. Marines in Lebanon resulted in the withdrawal of the U.S. soldiers from the country.
So terrorism may have the power to persuade governments and countries this course digs into it. There are operational successes and there are intelligence failures. Have you examined the events leading to 9/11? What was the role of intelligence? What or who will be the potential domestic and international threats to the US? Let us use the intelligence cycle to examine previous and future issues. Having a secure environment allows us the opportunity to gain security in almost every part of our lives, fiscally, socially and politically. When our environment is at risk, all our securities are equally at risk. Thus, environmental security is something we face at every level of governance individual, local, regional, state, interstate and global. This course will allow you to explore the power and responsibility state and local governments have to influence environmental security within and beyond their citizenry. Question:
Write a reflection paper about "homeland security" and security-related concepts.
- What are some of your takeaways from the resources about "homeland security" and security-related concepts?
- What is a good definition of homeland security? Make a conceptual work and provide rationales for your definition. Create your own definition by thinking about your readings. Also, explain the steps you took to reach a good definition.
- To make a good definition, what should be the ideal approach? (Should you list all risks/threats or focus on reducing risks or having a safety and services approach?)
- What would you include? (For example, have you included what Homeland Security "have to do" to reduce threats/risks to the nation? Should you broaden the concept by adding issues that affect Americans' well-being and health?)
- When you think about the main domains and responsibilities in homeland security, which organizations (governmental, nongovernmental, whole community) could address these responsibilities? Please explain.
