Case Study: The Illinois Department of Aviation requires the Elwood Logistics Airport Development Corporation (ELADC) to submit an airport Master Plan including an Operational Capacity Estimate, Environmental Assessment, and Major Airport Project Plans for approval prior to the start of the development. They have sought the services of your consulting firm to support these efforts for specific needs over three phases of work. To support your work, ELADC has contracted with additional firms to provide background information reports, which will be available to you.
ELADC recommends that you periodically check out the airport's website for information and news updates. https://www.flykewl.com/
Product Deliverable Requirements:
Format: Submit the results in an Annotated Briefing as the required format for your deliverables for all parts of the course project.
BLUF (Bottom Line Up Front): Either using 1-2 slides at the very front of the document or 1 slide for each section, provide your summarized overall recommendations.
Construct your slides carefully. Carefully choose the text to include. Use images to tell your story, NOT for decoration.
QUESTION:
Short Line Railroad ("Rail Link") Off-Site Terminal Project: The demand for air cargo tenants is larger than we initially expected. To accommodate additional need for cargo terminal capacity, the KEWL Rail-Link Development Corp. has developed a proposal to submit to IDOT, the Federal Railroad Administration, to build a short-line railroad (across two phases) between the airport cargo terminals and an existing, but under-utilized off-site distribution center. A previous study has indicated that it would be much less costly to build a segment of rail and acquire rolling stock than to construct a third and/or fourth terminal building on the northside. An alignment for the proposed KEWL Rail Link has been developed and we are looking to your firm to evaluate these plans before the proposal is circulated among the current committed airlines, railroad operators, and distribution center owners. This includes answering the following:
- Overall Proposal Review: Review the concept (available on the KEWL website) and comment on the viability of this project. What factors would need to be considered to determine if this was viable? What recommendation would you give for both phases this project? Before answering, consider the following:
- Rail Rolling Stock: Currently, only the locomotive and box-car rolling stock would be available to be used for trips to and from the airport cargo terminals. The specially designed ULD-container car is still in concept stages may not be ready when the airport is set to open.
- Offsite Cargo Hub: Comment on the viability the off-site cargo hub options: Phase 1: Shuttling cargo from aircraft via rail cars with or without dedicated ULD cars (without means that rolling stock consists of only center-door boxcars); and, Phase 2: Building a connection to the south side terminals, including installing a reinforced grade-crossing for truck movements in and out of the complex.
