Rusty Shackleford is the president of Elko Manufacturing Company. Workers are in short supply in the town where Elko is located. Rusty noticed that the turnover rate has been extremely high in one department. The supervisor in this department, Carl Moss, has been having problems relating to his workers. Carl has become known as someone who abuses his power by intimidating his workers and purposely conducting himself in a way that makes them constantly concerned that they will lose their jobs. Many workers never voice their complaints and simply find work elsewhere.
Rusty has asked Carl six times during the past five months why the turnover is so high in his department. He also tells Carl that he has overheard workers complain about the way Carl treats them. Carl answers that the workers leave because they can’t handle his demands and maintains that he is “rough, that’s all, not unreasonable.”
