In 1968, the U.S.S. Pueblo was attacked by the North Korean forces while in international waters. Commander Bucher and all hands on board were taken as prisoners for 335 days, during which time they were subjected to beatings and interrogation. The U.S.S. Pueblo remains captured property in North Korea to this day.

Read about the capture of the U.S.S. Pueblo. There are several important ethical considerations to comment upon.

First, was it ethical for the U.S. to spy on North Korea during peace time in international waters, disguising the endeavor as a peaceful research mission?

Compare and contrast this incident to the U2 - Gary Powers spying incident with the USSR in the 1960s and/or to the recent NSA wire tapping disclosures.

How did the U.S. government respond in each incident and was the response the most ethical? What could have been done differently and why? What could be the consequences of this alternative action?
