Case: For this, you are the chief of police, aiding the municipality in contract negations with the union that represents the officers in your department. For discussion sake, all other items have been resolved, except for salary increases. The police union is demanding 4% pay raise annually for the next 4 years. The mayor and city administrator take the position that the city cannot afford the pay raises for the 500-man police department, that it would be a cost the budget cannot absorb. The mayor refuses to raise property taxes. The city administration offers 2% raise for 4 years. The mayor says if their offer is refused, officers will have to be laid off. Negotiations end.

Question 1: As a representative of the mayor's administration and the police department, what can you do to help solve this contractual point of contention?

Question 3: Should you actively take a side in the dispute? Should you agree with a reduced pay raise or the possible layoff of personnel?
