2. Scenario: During the Lady Gaga concert in the Anytown stadium, an active shooting situation occurred inside the Convention Center. A masked gunman entered the building, removed a handgun, and began shooting. Six were injured and a security guard was killed. The shooter then ran out of an emergency exit and headed to a nearby restaurant where he proceeded to gun down patrons eating inside the restaurant. He also set off a pipe bomb inside the restaurant. Afterward, he exited the restaurant and escaped in a car driven by an accomplice. Twenty-five people were injured and four were killed inside the restaurant.

Imagine you are the emergency manager in Anytown.
