Why wasn't a "War on Terror(ism)" declared after the bombing of the 16th Street Baptist Church in Birmingham, Alabama in 1963? Or, after the bombing of the federal building in Oklahoma City in 1995? Were Timothy McVeigh and his co-conspirators not as committed to terror as the 9-11 plotters? Were the lives lost not as important of those in 2001? Were the terrorists not as important?
