This chapter uses the iceberg as a metaphor for an organization. The behavior of a person is above the water, but the majority of the iceberg is under the water. It is this ice under the water that represents why the people act the way they do. When you are at work and have asked another employee for help, if they blow you off and refuse to help you saying they've got too much to do already how do you respond?
