The Neitzen Act has been pretty much replaced by CAN SPAM since 2003. Although there are similarities, CAN SPAM is more far-reaching. All that said, CAN SPAM is very easy to comply with, yet we still see much of this unlawful and unwanted solicitation. Why do you suppose the spammers continue to send spam and risk paying huge fines if caught?
