Q. Raymond Macaulay is the owner of Speedy Movers. He is also a passionate political activist having sponsored several ballot initiatives over the years. His most recent cause is to have the state abolish its various tax rates also institute a flat tax rate of 10 percent on all residents. In order to support this cause, he had speakers installed on his moving trucks to broadcast commercials in support of this initiative. Elucidate however, the City of Ignatius enacted an ordinance that prohibited the playing of motor vehicle sound systems at a volume that would be "audible" at a distance of greater than 50 feet. Raymond was arrested for violating this ordinance, also challenged this ordinance on the grounds that it was a violation of his right to free speech. The City of Ignatius countered that the noise coming from Macaulay's vehicles could pose a hazard if he also other drivers were unable to hear emergency vehicles as they approached, also, as such, the ordinance was a proper exercise of the police power possessed by the State.

From this fact patter, provide an opinion as to whether the City of Ignatius's ordinance was an unconstitutional violation of the First Amendment protection of free speech.
