If China is to reduce its huge trade surplus, then it must either convince its citizens to spend more or it must move its manufacturing facilities to other countries. It is not the case that China will either increase its imports or convince its citizens to spend more. Furthermore, it is not the case that China will either allow foreign construction companies to compete on an equal footing or move its manufacturing facilities to other countries.
