Worthwhile hospital has a total expenditure budget for the next year of 5 million dollars, three million have already been committed for capital assets that have been acquired. The remaining 2 is available for new assets and for new projects or programs. The hospital typically divides the available capital expenditure funds into monies for inpatient and outpatient services. This year a 50-50 split is proposed. The CFO is also proposing that a scoring system be used to evaluate this year's proposals. A scoring system has been set up that allows a maximum of 5 points, thus the low score is one and the high score is 5. The CFO will allow 1 bonus point for upgrading existing equipment and 1 bonus point for funding expansion of existing programs. The director of ICU wants to secure as much of the million for inpatient services for ICU, The director of the surgery unit wants to secure as much as possible for his unit. Given the new scoring system, how would the director if ICU go about choosing what to request? The surgery directors, is about to choose his strategy for creating capital expenditure funding proposal for the coming year, the unit needs more room. The surgery unit is running at 90% capacity, in addition the cardiology surgeon wants to create a cardiac surgery program that requires extensive funding for space and state of the art equipment. What would the director of the surgery unit ask for? How would he go about crafting a strategy to justify his request, given the new scoring system?
