The main difference between laws and regulations is:

Laws are enacted by a legislative body and are a broad mandate to accomplish a certain objective. Agencies create regulations to carry out the intent of the law.

Laws must be obeyed but following regulations is optional.

Laws are general rules of conduct but regulations only apply to financial issues.

Laws are permanent but regulations must be renewed every five years.
