Because of the increased concerns about bioterrorism and potential terrorist attacks, the definition of first responders has been broadened. Section 2 of the Homeland Security Act defined emergency response providers as including "Federal, State, and local emergency response, emergency medical (including hospital emergency facilities), and related personnel, agencies and authorities."
