For this discussion, imagine you are a member of an NTSB Go Team (a specialist responsible for one of the aviation specialty areas), an IIC (Investigator-In-Charge), a senior investigator for the NTSB, or perhaps even an NTSB Board Member, and you are giving a presentation at a national safety conference. In your presentation, you will discuss the agency's history, its role in aircraft accident investigation, and more, and you will take questions from audience members.
At the end of your presentation, someone in the audience raises their hand and asks the following questions:
"If the NTSB is an "independent agency," isn't it vulnerable to being influenced or coerced by powerful outside forces? How do we, the public, know that the agency is truly unbiased in its investigations?"
To give your presentation and respond to the audience member's questions, you will make a video response. To begin your video, make sure to identify yourself. For example, "I'm Board Member Smith, appointed by President Barack Obama in 2010, and I have served the NTSB on approximately 90 aircraft accident investigations to date." Then, complete the following:
- Briefly relate the history of the NTSB, including its role in accident investigation.
- Summarize the organization's investigative process in an aircraft accident scenario.
- Explain the involvement of the other organizations/agencies in aircraft accident investigations, including how they differ from the NTSB.
Now, for the really important part of your response, you must answer the audience member's question. You must explain to the audience how the NTSB can be an independent federal investigative agency and achieve its complex mission. Consider using a real example to illustrate your point and/or data/statistics, evidence from history, or any artifact or other pertinent information that might help to demonstrate the NTSB's objectivity and independence from potential external pressure. Remember, it also helps to connect with your audience by expressing an understanding of their concern/question. You can be creative and have fun with this presentation!
Your video response should be four to six minutes long and must be professional in nature (as if you were really presenting at the safety conference).
