Strategic Decisions in Locating a New Assembly and Test Plan Background

Intel is a major manufacturer of integrated circuits used in midrange computer products such as laptops and tablets. Intel manufactures integrated circuits in expensive manufacturing facilities called ‘IC Fabs'.

Once the integrated circuit is fabricated, it can be shipped to other locations where it can be tested and put into ceramic or plastic packages that enable it to be attached to printed circuit boards. This process is known in the IC industry as ‘Assembly & Test'. That is, the IC die is attached inside a package and then the assembled part is tested on a high speed, fully automated tester.

The Intel case dives deep into the selection of a location where Intel can build a new Assembly & Test facility and start their operations. There are a number of; issues that are noted, people and organizations that affect the selection of a future site.

Assignment

Read the case to get an understanding of the issues that impact the selection for this major Operation for Intel. As you read the case understand the people, the organizations and the institution that are involved with the site selection. Identify the factors that are to be evaluated for the site selection. Finally, describe how you would advise the people and institutions in the case to maintain the policies they make over an extended period of time.

In your analysis of the case you must address the following questions:

Who are the Actors in the case? (Actors are; people, institutions, organizations and other parties who affect the policy decisions.)

What are the Issues in the case? (What are all the problems to be resolved?)

How would you advise the Actors in the case to work with the Issues in order to come to a conclusion? How would you use the data in the case to support your advice?

Assume that Intel selects the site you suggest, and then describe steps that should be taken by Intel to support their investment. Describe actions which could be taken by the selected country that might increase further investment by Intel.
