The reaction of t-butyl bromide (CH3)3CBr with water to make t-butyl alcohol (CH3)3COH proceeds according to the following steps:

(CH3)3CBr ----> (CH3)3C+1 + Br^-1 (slow)

(CH3)3C+1 + H2O ----> (CH3)3COH2+1 (fast)

(CH3)3COH2+1 ----> H+1 + (CH3)3COH (fast)
