This assignment requires to identify the stakeholders who currently affect or could affect the legislation that you have been working on and describe how they are likely to influence (i.e., advance or hinder) your advocacy efforts. You can choose to make a visual map (i.e., a graphical representation of the relationships among the stakeholders) using a diagramming app like LucidChart, or you can simply present this information in a table with the following fields:

  1. Stakeholders (i.e., organizations, interest groups, segments of the population, community members). Try to be specific. What groups have the potential to advance the policy goal you are trying to achieve, and what groups have an interest in preventing change?
  2. What role(s) do they play with respect to your issue? Are they lobbyists, constituents, affected individuals, financial contributors, customers, etc.?
  3. What strategies have they used to influence policy related to your issue? (issue framing, legislation, litigation, regulatory intervention, program development?)
  4. How do the different stakeholders relate to each other? Are they allied, part of a coalition, in conflict?

Stakeholders may include the following (but this list is just an example):

  • Constituents
  • elected officials
  • political candidates
  • agency administrators
  • staff of agencies
  • voters
  • donors to political campaigns
  • specific populations (parents of schoolchildren, union members, immigrants, public housing residents)
  • journalists
  • popular culture figures (celebrities)
  • businesses and business leaders
  • community leaders and activists (e.g., clergy, school board members)
  • judges
