In the domain of generating requirements and specification in procurement practices, Licari (2003) stated that the material/equipment specification is a document utilized "both for initial qualification of a material to specific engineering [technological] requirements and for receiving inspection of an already qualified source to assure continued consistency and quality". Moreover, he divided the material specifications into two categories of general or specific specs. The general form of specs identifies the minimum technological/engineering or performance requirements and the maximum amounts of tolerance permitted, within which the minimum requirements must be fulfilled. The 2nd type of material specification is precise and composed close to the attributes of a speci fic material/product. In this form of specification, the actual formulation of the required materials, the physical, color, shape and other properties will be narrowly outlined to ensure that only one or limited materials will be eligible for the procurement and the project.
