Question: From law enforcement and storeowner perspective did, and if so to what degree, the legalization allowing medicinal marijuana in Colorado anticipate the challenges of administering the law? Did the challenges of administration prove true to the anticipated challenges and if so, how? Were there additional unintended consequences of administration that the lawmakers did not anticipate.
Qualitative study....interview Denver chief of police, city administrators and store owners...look for similarities and differences in their comments as a lesson for other areas that have the intention to legalize medical marijuana
