Assignment:

In a fully regulated electricity sector, the electric utility is given a monopoly franchise. In return, it must serve all customers in its assigned area (except that customers may be shut off for good reason, such as non-payment of the utility's bill, theft of electricity, or damage to utility property such as meters, poles, wires, and transformers). The utility's rates and service quality are regulated by the state's utilities commission. In states where the generation of electricity has been deregulated, the regulated utility owns the poles and wires (distribution and transmission) but not power plants. It still has an obligation to serve, but it no longer is obliged to assure an adequate supply of electric energy. In deregulated states, is electric energy a collective good or a private good? Should the government - the Public Utilities Commission, Public Service Commission, or Commerce Commission - be concerned about the adequacy of energy supply?
