Case: The House of Representatives has been capped since 1929. No additional seats have been added to reflect the growth in population size in all states. The seats are simply re-apportioned to states that have population growth from states that did not have population growth after every 10-year census. Since 1923, the size of the House has been stuck at 435 seats/members.

Question 1. Should the cap on the size of the House be removed? Should the House be allowed to grow with population growth as the founding fathers intended? If yes, why? If not, why not?

Question 2. In your opinion, would uncapping the House of Representatives have a positive or negative impact on the electoral college? Explain why the impact is negative or positive.
