My rate in the Navy is FC (Fire Controlman), and my job is to maintain and operate weapon systems on board my designated ship. An interesting process I got to take part in during my 2023 deployment was the upload and download of 16 missiles for two NATO Sea Sparrow weapon launchers. For this discussion, I will be focusing on the upload process. I picked this process because it is unique to my job in the Navy. Functional requirements are listed below.
Personnel involved in the evolution must possess the appropriate qualifications to do their position.
The system must average 45 minutes per uploaded missile.
Personnel must follow their assigned positions given to them by the team leader.
The team leader must ensure that all safety precautions are met according to the safety instruction.
The system must organize the hardware in containers in preparation for the download process.
After the upload and download evolutions took place a meeting was held the day after. We went over how the evolution could be more efficient for the next deployment. One of the biggest concerns was personnel having assigned positions, if corrected, this would allow for multiple tasks to be completed vs one task at a time. Inspection sheets and hardware were another issue when it came to the download evolution because some of those materials were lost. Safety was also another concern, personnel not following safety precautions impeded the time it took to complete the task. I will attach a photo of what a missile upload evolution looks like to better understand the process.

1. Should the process identified actually be considered a "process"? That is, does it meet the definition of "a set of specified steps to accomplish a task"? Why or why not?
2. Do the functional requirements listed support the selected process?
3. Are the functional requirements clearly stated such that system testers will be able to ascertain whether or not the requirement has been implemented?
4. Provide an example of a rewritten functional requirement that improves one of the existing user requirements in the information provided above.
