Sally Ms. Richardson has a plumbing problem with her sewer line which causes her basement to flood. Ms. Richardson solicited several companies and asked for offers. J.C. Flood Company and A.M. Plumbing, Inc. submitted bids. J.C. Flood’s bid was hand delivered on March 21, 2017. A.M. Plumbing’s bid was sent by mail and arrived on March 24, 2017. On March 25, 2017, Ms. Richardson signed the A.M. Plumbing bid. On March 26, 2017, Ms. Richardson signed the J.C. Flood’s bid. Jeff Carlson of J.C. Flood happened to be in Ms. Richardson’s neighborhood on March 26, 2017 and stopped by to check the status of his proposal. Ms. Richardson handed Carlson the completed bid. Ms. Richardson’s assistant saw the completed A.M. Plumbing document on Ms. Richardson’s desk and placed into the mail on March 27, 2017.
