The welfare system of a nation consists of three sectors: the public sector, the private sector, and the civil sector. There are diverse views about the relative preference of these three sectors as sources of welfare for citizens. A prominent view is that, in order to support and maintain individual freedom and dignity, the private sector should play a central role in this regard. In case of market failure, those who hold this view suggest, the civil sector can play a complementary role to the private sector. They emphasize the role of community voluntarism, people's civic engagement, and voluntary philanthropic contribution.

There are others who focus on the role of family, church, and community-based initiatives respecting the importance and relevance of traditional institutions in people's life. Again, there are others who argue that nothing should more important than the state as the primary source of welfare for the members of a society. What is your view regarding relative preferences among the three sectors of a welfare system? What explains your position?
