Deborah Friend applied to enroll in the nursing program at Rockland Community College, a public college that received financial aid funding from the federal government. In addition to the academic courses, the nursing program also required students to complete a clinical program. After being notified that she was accepted into the nursing program, Friend was asked by the director of the nursing program to list any medical conditions that might affect her ability to complete the clinical portions of the nursing program. Friend suffers from diminished hearing, but she has a cochlear implant that allows her to hear normally. She informed the director of her condition, who told her that her admission into the program was withdrawn because her condition would prevent her from performing the clinical requirements.
